Since the College of Electrical Engineering and Computer Science was approved to change name in 2000, we have gone through difficult times in the early years. The histories of the two departments of electrical engineering and computer science and information engineering are very long and related graduate institutes are also beamingly established. We have endeavored in operating these two departments in the years subordinated to the engineering institute. Thus, the integrated performance of our college is just as good comparing to other colleges with long history.
Many measures have been promoted since our institute was established, including setting up enterprise-starting and academic lecture courses, holding teacher evaluation, evaluation of teaching and research units, preparing building Barry Lam Hall and The second construction term Department of Computer Science and Information Engineering Building . Since education is a long term career, all the specific outcomes and influences of these measures need to be tested further through time to show up. Therefore, we take the major contributions generated by the departments and institutes in our college as the main subject of the following discussion. We illustrate the nine categories in following separate paragraphs including school achievements, research outcomes, achievements of distinguished alumni, achievements of outstanding colleagues, achievements of superior students, participations in international activities, important research outcomes leading Taiwan’s technology, outcomes of social services, and innovations on academic administration.
School Achievements
■The school performances of the Department of Electrical Engineering are highly approved. Hence, the department proudly stay at the first objective in the science and engineering domains for 30 years.
In teaching, our college pays special attention on the integrity of the electrical engineering domain. The graduates can comprehend both extent and depth of the courses for different domains in electrical engineering. So they can handle the complexity and fast changing characteristics of the electrical information industries. Our graduates are the most wanted talents for those famous industries to have. Through the long term carrying, the high rank managers in the major enterprises in Taiwan are mostly our alumni. They jointly make Taiwan the world famous electrical information kingdom. Due to our earnest in running the school, our alumni are approved greatly. Together with the excellent traditional spirit of our university and the trend of world technology development, the department becomes the first objective for most of the science and engineering examinees in the joint entrance examination of universities since 1970. The score of enrollment is also the highest of all the science and engineering departments in our country.
Before 1990s, due to the technology level in Taiwan is relatively behind USA and with practical economic consideration; the outstanding students of the Department of Electrical Engineering chose to enter graduate schools abroad. Those continued studying for M.S. and Ph.D. degrees are in a small amount instead. But this phenomenon started to change obviously since 1995. The percentage of continuing study in the department’s M.S. program of the undergraduates of the Department of Electrical Engineering of the National Taiwan University was obviously near majority. This implies that the identification level of the Graduate Institute of Electrical Engineering rises substantially among the department’s graduating students. It also displays the excellent school achievements of the Department and Graduate Institute of Electrical Engineering NTU.
Except be identified by students, the Department and Graduate Institute of Electrical Engineering receives the evaluation of electrical engineering and information related departments and institutes conducted by the Chinese Institute of Electrical Engineering authorized by the Ministry of Education in past years. The evaluation results always show appreciation on the school performances of our department.
■The earliest established department of information engineering becomes the greatest driving force for Taiwan’s information technology.
The Department of Information Engineering was founded under the promotion of the Department of Electrical Engineering in 1997. Back then, there were already some related departments and institutes in that domain, but most of them took calculating machine or computer for names. In the beginning of founding our department and institute, we deeply realized that the knowledge system is most important for future era. Computer is merely a tool. On the contrary, the storage, mining, and processing of data, the creation, sorting, and application of knowledge system are the major topics. So we started the practice in Taiwan and chose the Department of Information Engineering as the name for our department. As time shifts, it is proven that this name can really master the track of the development of time. From that on, the related departments and institutes are almost all named after information when being established. Even the ones already exist change their names to information. The Department of Information Engineering in our university is actually the creator for this name.
The Department of Information Engineering is confirmed by the society ever since it was established. It has been the most favorite department in the minds of the science and engineering students only second to The Department of Electrical Engineering at NTU. It also has been the first objective for those interests in studying in the domain of information for more than 20 years. Following the approaching of the knowledge economics in 21st century, the importance of the information domain has reached the level as high as the electrical and electronic engineering domains. The development of The Department of Information Engineering is unlimited.
Research Outcomes
■The published number of papers in SCI journal grows steadily and surely is the leader in our country.
Our college upholds the tradition from the Department of Electrical Engineering for the past 20 years, we pay special attention on research outcomes announcement. We urge students proceed high quality research and have them must announce on the leading international journals. Although the average total number of papers per teacher may not be the highest in our university, but if counted for the number of paper in SCI journal, we certainly lead in the university.
The statistics of the number of announced papers by our college in the past 5 years are shown in the following two tables. These numbers are outstanding even comparing with international first class universities.

■The number of awards from the National Science Council tops the country.
The National Science Council added the awarding system for outstanding researches since 1986. Mr. Chao- Shiuan Liu was the vice chairperson of the National Science Council then. With the fully support of the chairperson, Mr. Lu-An Chen , he proposed that the aged research subsidy system should break the way of equal awarding. Instead, evaluations should be made upon the research outcomes from all the teachers and researchers nationwide. Different amount of awards are provided according to the level of quality. To those who engage in academic researches and produce high level papers, this provides enormous reputation and practical encouragement.
This research awards of the National Science Council acts as the national biggest outcomes evaluation. The results are also recognized by most public. It even becomes the most important index of upgrade for many schools. Universities encourage their staffs to send research outcomes for evaluation. Hence, the result of the evaluation surely acts as one of the most important indices for showing whether the research units are projecting or not. Especially for the outstanding awards among them, only the top 5% in its domain are possible considered. They are the highest research awards from the National Science Council.
The related electrical and information engineering departments and institutes in our college are far ahead of other domestic ones in the national electrical and information engineering domains ever since the beginning of this evaluation. The awarded results from departments and institutes of our college in the past 5 years are shown in the following table. The average awarded percentages over the years are far higher than the national average success percentages, which are around 60%. This also reveals the common research atmosphere in our college. Especially for high on both the number of awarded persons and the awarded frequency, we truly stand out as the best in the country.

Before academic year 2000, the outstanding awards of the National Science Council were provided according to academic year and last two year per award. The National Science Council paused the awards in academic year 2001.
Starting from academic year 2002, the outstanding awards of the National Science Council are provided annually and last 3 year per award.
The Merit NSC Research Fellow Award researchers can work at most for two times and six years in total.
